In April 1973 representatives of various transport companies met to jointly order a modern light rail vehicle. The first 30 vehicles were ordered in January 1974.

By the mid-1990s, over 350 6-axle and 8-axle light rail vehicles were built for more than 12 different transport companies. Numerous transport companies still use the type M light rail vehicle today.
