From 1956, the ÖBB purchased 25 light baggage railcars of the 4061 series. These were equipped with a baggage compartment and a train driver's compartment and were designed for rapid urban transport on valley routes. This made it possible to avoid carrying a luggage trolley. Since the luggage compartment did not turn out to be operational in everyday use, the new series designation 1046 came into effect from May 30, 1976.
